Notification can be annoying if sent at random or “chance”. For example, when an application sends a test game or just a promotion, as is done by game developers following the popular Tap Tap Revenge.

In this way it seems not a good choice. There are ways to test push notifications that do not affect the global userbase. If the developers do something that annoys users, is not likely to impact on the number of DAU (Daily Active Users).
